The CPU will bottle neck your gts450 but it will be able to run GTA4 at 720p, or a bit lower graphics, but yes most likely will be able to :)|||GTA 4 is a multi-threaded game software. It works best on a quadcore or multi-core processor. Any fast dualcore can run the game but it will be bottlenecked because the dualcore gets overwhelmed by the multi-threads.
A number of new/recent games are now multi-threaded. Examples are Battlefield BC2, CoD Black Ops and Metro 2033.
